Greetings and Best Wishes of the season. I wish to apprise you of some of the Events/meetings and seminars of FINER, on important relevant issues during the month of July, 2015. Most of them were issues concerning and pertaining to the North East Region. 

 

FINER in association with Department of Industries & Commerce, Government of Assam, had organized an Interaction Meet on “Ease of Doing Business” on 3rd July,2015 at Hotel Brahmaputra Ashok.

 

The main objective of the meeting was to evolve a mechanism through "Single window clearance system" for ease of doing business in the State of Assam.

While Shri Atul Chaturvedi, IAS, Joint Secretary, DIPP, GovernmentofIndia and Shri Ravinder, IAS, Director, DIPP, GovernmentofIndia, apprised about the initiativeofthe Central Government on the “EaseofDoingBusiness” for the Region under the “Make in India” etc, FINER Chairman made a forceful presentation and high lighted ground realities and virtual exclusion of Assam/North East Region from the initiatives of “Make in India”

 

Shri V.K Pipersenia, IAS, Chief Secretary, Government of Assam, had graced the occasion as the Chief Guest.

FINER in association with Tax Bar Association & ICAI, Guwahati Branch had organizing a Seminar on “Income Tax Settlement Commission’ on the 3rd of July,2015 at Hotel Vishwaratna  

 

The main aim of the Seminar was to create an awareness in the region about the role and relevance of ‘Income Tax Settlement Commission’

 

Shri R.K. Roye, Chairman, ITSC, Principal Bench, New Delhi was the Chief Guest for the Seminar and Shri T K Shah, Vice Chairman, ITSC, Additional Bench Kolkata & many other senior officials from the department had graced the occasion as distinguished guests. Shri Ramesh Goenka, Director, FINER, presented the theme of the Seminar and highlighted issues which needs to be addressed. 

 

FINER in association with ASSOCHAM had organized the “MSME Sammelan: Nurturing Entrepreneurs for Sustainability” on 9th July, 2015 at NEDFi House.

 

The summit aimed at promotingMSMEsin Assam to actively participate in ‘Make in India’ campaign and facilitating the manufacturing activities in the State

 

Shri R.S Joshi, Chairman, attended the 12th meeting of the NBMSME held on 10th July,2015 at Vigyan Bhawan, New Delhi.

 

Shri Joshi, apprised the members present for the meeting about the industrial policy for NER has been suspended by DIPP on 31.12.2014 and requested that the Ministry of MSME may take the matter with DIPP for revoking the suspension for the betterment of MSMEs in NER. He demanded that a new Task Force may be constituted by the government in line with  PM’s Task Force on MSMEs (2009). He also requested exemption for MSME’s from the stringent provisions of New Company Act and raised the issue of early implementation of GST, revised criteria for NPA, more effective role of Associations, provision of mechanism for conversion of lease hold land allotted to MSMEs into free hold land etc.

 

A memorandum on Banking issue in the N.E Region was submitted to Shri Hasmukh Adhia, IAS, Secretary, Financial Services, Government of India. FINER Chairman and Shri Sunil Agarwal, Director, FINER also met Smt Snehalata Srivastava, IAS, Additional Secretary, Financial Services, Government of India, and discussed on the Banking issues related to the Region.

 

A representation on extremely high fees in Assam Pollution Control in Comparison with other States in India sent to Shri R.M Dubey, Chairman, Pollution Control Board, Assam.

 

A high level delegation of FINER, had a meeting with Shri Basanta Das, Hon’ble Minister Industries and Commerce, Government of Assam on 30th July, 2015.

 

The delegation headed by FINER Chairman, congratulated the Hon’ble Minister for assuming charge of the Department of Industries & Commerce and presented before the Hon'ble Minister, the issues related to the suspension of the NEIIPP Policy and other current issues pertaining to the State and offered to work with Team FINER.

 

The Hon’ble Minister gave a patient hearing to the delegation and appreciated the inputs and suggestions submitted by the same. He also stressed on the value of creating awareness program in the districts and grass root levels for generating interest for Entrepreneurship in the State.

 

An Interactive meeting with Shri Viney Kumar Paul, IRS, Commissioner, Central Excise and Service Tax on 30th July,2015.

 

Shri Viney Kumar Paul, welcomed inputs, suggestions and concern raised by the members present and mentioned that the department will try its level best to address all issues of the Assessees and solve the concern faced by the Industries and that proper procedure would be in place so as to avoid confusion.

The senior official present, Smt T. Jamir, Deputy Commissioner, CE Division, Guwahati, Shri T.K Sarkar, Assistant Commissioner, CE & ST Hqrs, Guwahati and Shri Bhagirath Baruah, Superintendent, Service Tax Division, Guwahati, also mentioned that their doors were always open to the Assessees and assured to extend full support to address the related issues during the meet.

 

NEIIPP Petition filed:In reference to the above subject matters we would like to inform you that Hon’ble High court after the hearing from our counsel and Central Government Counsel on the hearing scheduled on 29th July,2015 was pleased to implead Finance Ministry as necessary party since the ground on which fresh registration has been suspended (as canvassed by Central Government Counsel) is paucity of fund. The Finance Ministry, Government of India has been impleaded as party Respondent No.7. The Central Government Counsel has been directed to obtain instruction from Finance Ministry as to allocation of fund fixing it for further admission hearing on the 19th of Aug,2015.

 

AERC Petition filed:Assam Electricity Regulatory Commission (AERC) has announced  the revised power tariff for the year 2015-16 by not increasing the cost of power for the people of Assam.

 

 

FINER had filed objections for the tariff hike petitions by APDCL, APGCL and AEGCL for 2015-16, and we are grateful to the Hon’ble Commission for taking cognizance of our points put in to the objections and happy that no power tariff hike was done by Hon'ble Commission in the State of Assam for the coming year.  

 

The power tariff for Agriculture has been decreased by 30p, is a very welcome move by the Hon'ble Commission. This will go down in boosting much needed agricultural infrastructure in the state. Also, tariff has not been increased for any other category of consumers. This shall help re-instating confidence of the people, at a time when the commerce and industries are going through a difficult phase.

 

Moreover, as a boost to Open Access in the state, the Wheeling Charge has been reduced from 24p to 22p And Cross Subsidy Charge has been reduced from 58p to 54p.

News Letter for the Month of June, 2015

Dear Member

Greetings and Best Wishes of the season. I wish to apprise you of some of the Events/meetings and seminars of FINER, on important relevant issues during the month of June, 2015. Most of them were issues concerning and pertaining to the North East Region. 

The World Environment Day 2015 was celebrated by organizing a Plantation drive amongst FINER members which was followed by an awareness seminar ‘Environmental Awareness through Green Technologies and New & Renewable Energy’ in association with the Architect association of India, Assam Chapter on 5th June, 2015 at NEDFi Convention Centre. The United Nations Environment Programme (UNEP) has appreciated this initiative of FINER.

An MOU between FINER & Early Bird, an Environment NGO was also signed during the event. FINER as an initiative during its various meetings and interaction has in principle decided to do away with bouquets for felicitation, instead a certificate would  be given to each dignitary stating that a sapling will be planted in the individual name by signing the MOU.

seminaron “Beyond the economic value of Green – Changing Outlook in adopting Green Technologies” was organized in association with IIE in order to reinstate the importance of sustainable development and safeguarding environment involving the State and the Government, on 25th June,2015 at IIE, Guwahati . Shri Jairam Ramesh was the Chief Guest for the Seminar.

FINER under the initiative of the Green Technology and New & Renewable Energy Committee, instrumented in bringing out the Gazetted notification for AERC- Grid Interactive Solar PV Systems Regulations,2015. The Committee was also instrumental in incorporating the Green Technology & Renewable Energy by the GMDA by law.

A representation on the Notification of Steel and Steel Products (Quality Control) Order 2015 was sent to Shri Narendra Singh Tomar, Hon’ble Union Minister Steels & Mines. FINER, in its representation suggested that in the interest of the Country’s bilateral trade relations and also for the good of the Industries in NE and else where, the Steel Ministry should withdraw the above order. The Ministry may advise the domestic steel producers to opt for anti dumping or safeguard measure, if there was any injury suffered because of dumping of Steel by China or any other exporting Country.

A Representation on the Service Centre at EDI Sites for inclusion ofICD, Amingaon, Guwahati, the only ICD operating in the entire North East Region was sent to Shri Jayant Misra, DG Systems, CBEC, Government of India, Shri Vinay Chhabra, Chief Commissioner, Central Excise ,Customs & Sale Tax, NER and Shri G. Panmie, Commissioner, Customs (Prevention), NER for necessary action. FINER, in its representation mentioned that in the absence of a functioning Service Centre, the ICD, which exports over Rs.500 crores of tea and serves the entire North East Region, will be forced to close down and requested the concerned authority to inclusion ofICD, Amingaon, Guwahati, on the Service Centre at EDI Sites.

A Representation was sent to the Chairman, Tea Board on the issue related to the Tea Industry  in the Region.

A Representation was sent to Dr J.B Ekka, IAS, on the issue of the Fixation of rates of Minimum Wages for employees employed in the Bus Body Building Industries.

An Interactive meet to discuss on the issues related to Infrastructure development of the N.E Region with Shri Nitin Gadkari, Hon’ble Union Minister, Road Transport & Highways in association NHIDCL was held on 29thJune,2015 at Hotel Radisson Blu. Shri Kiran Rijiju, Hon’ble MOS, Home Affairs and Shri Sarbananda Sonowal , MOS Independent Charges, Youth Affairs & Sports and Managing Director, NHIDCL had graced the occasion as the Guest of Honor for the Meet.

News Letter for the Month of September & October, 2014

 

 Dear Members,

 Greetings and Best Wishes of the season. I wish to apprise you of some of the meetings/seminars of FINER, on important relevant issues for the month of Sept and Oct, 2014. Most of them were issues concerning and pertaining to the North East Region.

 A meeting with a 9 Nos delegation from Bhutan to Guwahati, headed by Member of Parliament, of Bhutan, Shri Dupthob, was held on 15th Sept, 2014 at FINER Secretariat, to discuss on trade and Investment opportunities in Assam and the North East Region. The meeting was attended by Shri R.S Joshi, Chairman, Vice-Chairman, Shri Pabitra Buragohain and Shri Vishwanath Goenka, Member.

 The Annual Convention of Hotel and Restaurant Association of Assam was held on 20th Sept, 2014 at Greenwood Resort. An Interactive session on “From the bottom to the top, what is the way forward for Tourism in Assam” was also organized at the Annual Convention where Shri R.S Joshi, Chairman was a keynote speaker.

 Live Viewing of the launch of the campaignMake in India’’ Initiative by Hon’ble Prime Minister, Shri Narendra Modi was organized in association with FICCI on 25thSept,2014 at Hotel Brahmaputra Ashok, Guwahati An interactive session to discuss the various issues involved and collate inputs and recommendations was also organized amongst the Senior officials from the State Governments, Business Associations and Captains of Industries & Commerce of the Region, present in the meeting. The meeting was attended by Shri R.S Joshi, Chairman, Directors Shri Rajeev Agarwal, Shri Sunil Agarwal, Shri Vishal Agarwal, Ms. Indrani Chaudhury and host of FINER Members.

 

TheFINER Trade Delegation comprising of Shri Chinmoy Sharma, Shri Pradyut Kr Bhuyan, Shri Anil Saraf, Shri B.L Agarwal, Shri Ajit Sarma Baruah, Shri Pankaj Kejriwal, Shri Rahul Chamaria, Ms Ranjana Bhajanka and Ms. Indrani Chaudhury visited Laos, Myanmar and Bangkok from 7th to 15th Sept,2014. The delegation headed by Ms. Indrani Chaudhury, attended a business seminar on Lao PDR Business Seminar promoting business links with the theme –“Working together towards sustainable growth, at the Vientiane Plaza, Laos on 9th Sept, 2014. The Seminar was attended by Indian business people and representatives from the Lao Ministries of Agriculture and Forestry, Planning and Investment, Foreign Affairs and the Lao National Chamber of Commerce and Industry (LNCCI) and FINER delegation team.

 The Delegation also has a meeting to share the opportunities for Investment in both India and Myanmar and the vision and policies of the governments of the Republic of Myanmar was held with His Excellency Shri Gautam Mukhopadhaya, Ambassador of India to Yangon at the Embassy’s Office at Yangon was held on 11th Sept, 2014, followed by a Networking Dinner meet was organized by Mr Naresh Dinodiya,

 President of Indian Association of Myanmar on 11th Sept, 2014 at Highland Mansion,

 Yangon, alongwith the members of Indian Association of Myanmar.

 An Interactive meeting was organized by the Embassy of India to Yangon, to showcase the Trade and Investment opportunities in Myanmar and share the opportunities for Investment in both India and Myanmar and also to promote and enhance future business relationships between both the Countries with the delegation team and the President and Members of the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) at the UMFCCI’s Office and with the President, Vice-President and Members of Myanmar India International Business Association (MIIBA) alongwith the members of trade and commerce of Myanmar, at the MIIBA’s Office on 12th Sept,2014

 

An Interactive meeting of the Delegation with Shri Susheel Kr Saraff, President ITCC and members of ITCC was organized at ITCC’s office on 13th Sept,2014, to showcase the Trade and Investment opportunities in Thailand the vision and policies of the governments and share the opportunities for Investment in both India and Thailand and also to promote and enhance future business relationships between both the Countries. An MOU between ITCC and FINER to be signed shortly as decided in the meeting.

 A memorandum was submitted to Shri Tarun Gogoi, Hon’ble Chief Minister, Government of Assam, requesting for supporting the first Agro-Based Distillery (Radiant Manufacturer (P) Ltd) in the 6th scheduled district of Karbi Anglong and the entire North East.

 A letter sent requesting for Right to information (RTI) to Shri Arun Kumar, Under Secretary, DIPP, Government of India on Eligibility of Interest subsidy claims for Existing Units which had undergone substantial Expansion under NEIP, 1997/NEIIP, 2007-reg

 A memorandum was submitted to the Ministry of Commerce and Industry, Government of India, Chairperson, CBEC and Department of Customs, Mumbai, on issues of Multiple address label on the Export packs, requested by (member) Emami Group.

 A memorandum on extension NEIIPP 2007 was submitted to the Ministry of Commerce and Industry, Government of India, Smt Nirmala Sitharaman was held during her visit to Guwahati on 13th Oct,2014.

 A Press Meet was organized with Shri Cesare Bieller, Consul General of Italy at FINER Office to apprise the Press about the launch of the Italian Shenzhen VISA office at Guwahati, on 8th Oct, 2014, The meeting was attended by Ms. Indrani Chaudhury, DDG.

 A Meeting with SLCB to discuss about the Banking Conclave was held on 15th Oct,2014 SBI, Headquarters, Dispur. The meeting was attended by Shri R.S Joshi, Chairman, Director Shri Sandeep Khaitan and DDG, Ms. Indrani Chaudhury

 A Press meet in association with Department of Industries & Commerce, Government of Assam, for the announcement of the launch of the Assam International Trade & Industrial Fair-2015 was held on 22nd Oct, 2014 at Gymkhana Club, Guwahati. The meeting was attended by Shri R.S Joshi, Chairman, Shri Pabitra Buragohain, Vice Chairman, Directors Shri Sandeep Khaitan, Shri Sunil Agarwal, Shri Rajeev Agarwal and Shri Bajrang Lohia and Ms Indrani Chaudhury, DDG.

Greetings and Best Wishes of the season. I wish to apprise you of some of the meetings/seminars of FINER, on important relevant issues for the month of Aug,2014. Most of them were issues concerning and pertaining to the North East Region.

A seminar on Awareness Seminar on Quality Management System/Quality Technology Tools in association with MSME-DI and Quality Council of India, New Delhi on 1st Aug,2014 at Hotel Gateway Grandeur. The main objective of the Seminar was be to support the sustainability and growth of MSEs by addressing common issues faced such as improvement of technology, skills and quality, to build capacity of MSEs for common supportive action through formation of self help groups, consortia, upgradation of associations, to upgrade infrastructural facilities in the new/existing industrial areas/ clusters of MSEs, to set up common facility centres (for testing, training centre, raw material depot, effluent treatment, complementing production processes, etc).

The Chief Guest for the seminar was Shri P.K Saikia, Additional Director, DIC, Government of Assam. The seminar was attended The meeting was attended by Shri R.S Joshi, Chairman, Vice-Chairmen Shri Amit Kr Jain and Shri Pabitra Buragohain and a host of FINER members and representative from Press and Media

A meeting to discuss on the Assam State Budget – 2014-15 was held on 3rdAug,2014 at Hon’ble Chief Minister’s Conference Room, Secretariat Complex, Dispur. The meeting was attended by Shri R.S Joshi, Chairman, Vice-Chairman, Shri Pabitra Buragohain, Directors Shri Bajrang Lohia, Shri Ramesh Goenka, Shri Sunil Agarwal, Members Shri B.K Lohia, Shri Binit Todi and Ms. Raginee Goyal and Ms. Indrani Chaudhury, DDG, FINER

An interactive meet with Shri Jitesh Khosla, IAS, Chief Secretary, Government of Assam, and members of Trade and commerce, on 9th Aug,2014, which was followed by dinner. The program was attended by Shri R.S Joshi, Chairman, Vice-Chairmen Shri Amit Kr Jain and Shri Pabitra Buragohain, and a host of FINER Directors and Members

An interactive meeting with the NE MP Forum was organized on 12th Aug,2014 at The Oberoi, New Delhi. Hon’ble Minister DoNER, General (Retd) V.K Singh and almost all the MPs from the North Eastern Region attended the meeting.The meeting was attended by Shri R.S Joshi, Chairman, Vice-Chairmen Shri Amit Kr Jain and Shri Pabitra Buragohain, and a host of FINER Directors and Members and representative of Press and Media.

Shri R.S Joshi, Chairman, made a detailed presentation on the crucial issues pertaining to the North East Region, which needed to be addressed in right earnest.

The interactive session between the Hon’ble MPs and the representative of Industries & Commerce of the Region turned out to be very successful as exchange of free and frank views which took place could help the law makers to evolve appropriate development strategy for the Region.

An Interactive meet with Hon’ble General (Retd) V.K SinghHon’ble Minister DoNER was organized on the theme” DoNER-A catalyst for North East Development” at the Lily Hotel on 20th Aug,2014 where the crucial issues pertaining to the North East Region was presented to the Hon’ble Minister.

Hon’ble Minister appreciated the issues and suggestions put forward by FINER and assured their full support through the Ministry, for the sustainable development of the North Eastern Region. Hon'ble Minister briefed about the steps to be taken by the ministry and mentioned that Region would see lot of development activities in the near future.

The interactive session between the Hon’ble Minister and the representative of Industries & Commerce of the Region turned out to be very successful as the Hon'ble Minister welcomed inputs, suggestions and concern raised by the members present and assured that the Ministry will always try its level best to address all issues and concerns of the public.

The meeting was attended by Shri R.S Joshi, Chairman, Vice-Chairman Shri Amit Kr Jain and a host of FINER members and representative from Press and Media

A seminar on “Design Awareness of Manufacturing & Packaging Industries in the North Eastern region” under the Design Clinic Scheme for MSMEs, in association with NID, Ahmedabad, to create a platform for MSME units in the North East Region and to improve their manufacturing competitiveness by interacting with Design Experts and Speakers was organized on 26th Aug, 2014 at Hotel Gateway Grandeur.

The main objective of the Seminar was to create awareness and introduction to Design Clinic scheme. The participants were able to interact with the design Experts and Speakers to understand methodology and benefits of design to MSME in their business, products, service and operation.

The Chief Guest for the Program was Shri Hemanga Deep Das, General Manager, DIC, Government of Assam. The meeting was attended by Shri R.S Joshi, Chairman, Vice-Chairmen Shri Amit Kr Jain and Shri Pabitra Buragohain and a host of FINER members and representative from Press and Media

A meeting with Shri Tarun Gogoi, Hon’ble Chief Minister, Government of Assam and Shri Pradyut Bordoloi, Hon’ble Minster Industries & Commerce, Government of Assam for the presentation of the proposed Assam International Trade & Industrial Fair to be organized in the month of Feb,2015 was held at Koinadhora on27th Aug,2014.

A proposal was submitted to the Hon’ble Chief Minister and the Hon’ble Minster Industries & Commerce Government of Assam to organize the Fair. The proposed

Assam International Trade & Industrial Fair -2015 will be organized at Jorhat from 19th to 25th February, 2015, in association with Department of Industries and Commerce, Government of Assam.

The Meeting was attended by Vice-Chairmen Shri Amit Kr Jain and Shri Pabitra Buragohain, Ms. Indrani Chaudhury, DDG and Mitali B. Kotoky, Manager-Operations.

A Press Meet was organized at FINER Conference Hall on 29th Aug,2014, to make the press aware of the Interactive meet organized with the NE MP Forum and Hon’ble Minister DoNER, Government of India, organized at Delhi and the issue raised by FINER. The press meet was attended by Shri R.S Joshi, Chairman, Vice-Chairman Shri Amit Kr Jain, Shri Sandeep Khaitan, Director and Ms. Indrani Chaudhury, DDG and representative from Press and Media.

letter was sent to the Managing Director, Assam Industrial Infrastructure Development Corporation Ltd. (AIIDC), the Managing Director Assam Small Industries Development Corporation Ltd. (ASIDC), the Managing Director Assam Industrial Development Corporation Ltd. (AIDC), the Commissioner, Department of Industries & Commerce, requesting for general information regarding various Industrial Estate/ Area / IGC/ IIDC/etc under their authority. These information are required for the investors/ prospecting investor which will be helpful for the Industrial development of Assam and for preparing data bank for the next investment /business summits.

 

 

News Letter for the Month of July, 2014

Greetings and Best Wishes of the season. I wish to apprise you of some of the meetings/seminars of FINER, on important relevant issues for the month of July,2014. Most of them were issues concerning and pertaining to the North East Region. Hence, I would like to apprise you of the activities and events of FINER and to disseminate some of the important and relevant activities done throughout the month. 

A memorandum on the issues of VAT Remission pertaining to FINER members was submitted to Shri Vinay Chhabra, Chief Commissioner, Central Excise, Customs & Service tax on 1st July, 2014 at Customs House, Guwahati. The major highlight of the memorandum was on the issues relating to the implementation of Excise Duty on VAT remission placing before him reasons as to why the Judgement of the Supreme Court should not be made applicable to the units in the North East. Shri B. B. Mohapatra Commissioner of Central Excise & Service Tax, Guwahati, also attended the meeting and had a detailed discussion on the issue.

The National level Meeting of the Representatives of MSME Association chaired by Hon’ble Union Minister MSME, Shri Kalraj Mishra was held at New Delhi, to discuss on the various issues concerning the MSME Sector, on 3rd July,2014. Shri R.S Joshi, Chairman, represented FINER for the meeting and also submitted a memorandum on the issues of MSME sector in the North East to the Hon’ble Minister.

The “Live viewing of the Union Budget” was organized on 10th July,2014 with the print and Electronic Media at Terra Mayaa. The Union Budget was discussed and inputs of FINER as well as Guest was shared with the press. The Live Viewing was attended by Chairman Shri R S Joshi, Vice Chairmen Shri Pabitra Buragohain , Shri S.C Agarwala, Past Chairman, Directors- Shri Sandeep Khaitan, Shri Ramesh Goenka, Shri R.K More, Shri Chinmoy Sharma, Shri Sudip De and Shri Pankaj Jhunjhunwala besides Invites Shri H.N Das,Shri Shantikam Hazarika and Shri Biswajit Chakravarty, FICCI and people from the press.

FINER represented a meeting on “Web site launching” for planning department of Government of Assam, on 14th July,2014 at Secretariat. This was the initiative from government of India to track various project status ( 100 cr to 1000 crs) initiated by the industry for all the sectors and is the effort for single window project tracking system for government.

A  FINER delegation consisting of Shri R S Joshi, Chairman, Shri Ramesh Goenka Chairman, Taxation Committee, Mr Binit Todi and Ms Raginee Goyal members Taxation Committee, FINER, met Mr H S Das, IAS Additional Chief Secretary,

Finance, Government of Assam and Dr J B Ekka, IAS, Commissioner Tax, and submitted the Assam State Pre Budget 2014-15 memorandum, on 14th July,2014 at Kar Bhawan, Guwahati .

A meeting with Shri Nilamoni Sen Deka, Hon’ble Minister of Agriculture on 16th July,2014 was held at the Secretariat complex on potential of different Food Processing Units. The minister took inputs and issues that they are facing from the members, for improvement on the sector. The meeting was attended by Ms. Indrani Chaudhury, DDG, Shri Ashish Bajaj, Member, Shri Ajit S. Baruah and N. Harlalka, Member.

The 16th meeting of Empowered Committee on MSMEs and SLIIC jointly at RBI, Guwahati, on July 22, 2014 to discussion on the Progress in MSME financing,Progress made in rehabilitation of potentially viable sick MSE units, Financial Literacy Initiatives and Town Hall Meetings, Opening of branches in unbanked/under banked MSME clusters in NER, Land issues affecting MSME lending in North Eastern Region, Promotion of CGTMSE Scheme in NE Region, Grievance Redressal Mechanism in banks, Delay in submission of MSME data by banks, Recent Guidelines/ information issued by RBI related to MSME. The Meeting was attended by Shri R.S Joshi, Chairman and Shri Sandeep Khaitan, Director.

A high level delegation of Federation of Industry and Commerce of North Eastern Region (FINER), comprising of Chairman, Shri R S Joshi, Vice Chairman, Shri Amit Kumar Jain, Directors, Shri Rajendra Chamaria and Shri Chinmoy Sharma, Members, Shri Pankaj Kejriwal and Shri Kamal Harlalka, was on a visit to Delhi, to meet the newly appointed Union Ministers from 23rd till 25th July,2014. The main purpose of the delegation was to meet the newly elected union ministers /MPs of the Region and Secretaries to the Government of India and submit a memorandum on the issues to be considered for the development of the North Eastern Region. The delegation headed by Shri R.S Joshi Chairman, submitted a memorandum to the following Hon’ble Union Ministers:-

  1. Shri Kalraj Misra, Hon’ble Union Minister, MSME
  2. Shri Nitin Gadkari, Hon’ble  Union Minister, Road Transport & Highways
  3. Shri Rajiv Takru, IAS, Hon’ble DoNER Secretary

A memorandum was submitted to the Hon’ble minister on the issues to be considered for the development of the MSME Sectors in the North Eastern Region.

A memorandum was submitted to the Hon’ble minister on the issues to be considered for the development of the Highways and expedite the ongoing projects in the North Eastern Region.

3) Smt. Harsimrat Kaur Badal, Hon’ble Union Minister Food Processing Industries

A memorandum was submitted to the Hon’ble minister on the issues to be considered for the development of the Food Processing Industries in the North Eastern Region.

4) Dr. Gurdial Singh Sandhu, IAS, Hon’ble Finance Secretary

A memorandum was submitted to the Hon’ble Secretary on the issues related to Banking to be considered for the North Eastern Region. Hon’ble Secretary also advised the delegation to organize a Banking Conclave to discuss the issue of the NE Region.

The delegation besides meeting the Union Minister and Secretaries, Government of India had a meeting with Shri PA Sangma, Shri S.D Rai, MP, Sikkim and Shri Sudangshu Mittal, BJP Spokesperson. 

A Meeting with Shri Pradyut Bordoloi, Hon’ble Minister Industries & Commerce, Government of Assam, on 25th July,2014 at Secretariat Complex, Dispur to discuss on the upcoming Assam International Trade Fair-2015,to be organized at Jorhat in Jan,2015.The Minister briefed the members present about the objective for organizing the fair and asked FINER to submit a presentation for organizing the same alongwith with the budget. The meeting was attended by Shri Bajrang Lohia, Director, Ms. Indrani Chaudhury, DDG & Ms. Mitali B. Kotoky, Manager-Operations.

A memorandum was sent to Shri Piyush Goyal, Hon’ble Minister of State for Power, Coal, New & Renewal Energy, on the issues faced Industrialization in the North Eastern Region on vendor registration of POWERGRID and request the Hon’ble Minister to take appropriate action so the units application for vendor registration/approval is accepted and can be approved if they meet the stipulated criteria of POWERGRID.

A memorandum was sent to Shri Arun Roy, Director, Inland Waterways Authority of India, on the issue of transportation of raw materials through ITW Terminal.

A Memorandum on Tea to be declared as the “National drink” was submitted to Hon’ble Prime Minister, Shri Narendra Modi.

 

 

 

News Letter for the Month of June, 2014

 Dear Members, 

Greetings and Best Wishes of the season. I wish to apprise you of some of the meetings/seminars of FINER, on important relevant issues for the month of June,2014. Most of them were issues concerning and pertaining to the North East Region. Hence, I would like to apprise you of the activities and events of FINER and to disseminate some of the important and relevant activities done throughout the month. 

A meeting with Shri Pradyut Bora and the FINER IT Committee members was held at the FINER Secretariat on 3rd June,2014, on the issues pertaining to IT Industry in the North Eastern Region like Exemption of Service Tax , deprived of  participating in tendering for NeGP and other issues which are a barrier the growth of IT Industry of NE Region. Shri Pradyut Bora advised to submit a proposal to him on the point suggested by members present and also to include the Develop IT Clusters in Guwahati to develop the market and credential of the IT Industry. IT Parks, VC funds recommendation and to take up those issue which will have more effect in the long run, to be submitted to the new Government.

A meeting with Shri R.T Jindal, IAS, Addl Chief Secretary, Industries & Commerce and Dr. A.M Gondane, IFS, Joint Secretary (BC), Ministry of External Affairs, Government of India, alongwith DDG, Ms. Indrani Chaudhury and Shri B.L Agarwal, member Infrastructure Committee, was held at Secretariat Complex, on 9th June, 2014,on the issues of Border Connectivity.

Smt. Nirmala Sitharaman, Hon’ble Union Minister, Commerce & Industry-A memorandum was submitted to the Hon’ble Minister, on the issues pertaining to NEIIPP 2007.The memorandum highlighted relevant issues pertaining to NEIIPP 2007, removal of anomalies, addition of certain service industries to the list of eligible services, improvement and widening the scope and extension of policy beyond 2017.

Shri Santosh Gangwar, Hon’ble  Union Minister, Textile-A memorandum was submitted to the Hon’ble minister on the issues to be considered for the development of the Handloom & Textile industry in the North Eastern Region. The memorandum highlighted relevant issues like Non availability of Credit, Non-availability of quality raw materials, Technological Improvement and Product Diversification, lack of Market Strategies.

General (Retd) V.K Singh, Hon’ble Union Minister of State, DoNER - A memorandum was submitted to the Hon’ble minister on the issues to be considered for the development of the North Eastern Region. The memorandum highlighted relevant issues pertaining to the North East Region like Economic and Infrastructure imbalance, Connectivity, a focused North East banking policy for addressing the banking need of the region on the line of NEIIPP, 2007, FDI inclusion for the North East Region, setting up of quality medical facilities ,issues related to  Agriculture, Power, Tea, IT Industries. The major highlight of the memorandum was to work on the concept of the “North East Economic Zone for sustainable development of the entire region and setting up of a full fledged North Eastern Statistical Organization to evolve appropriate and timely strategy for the development of the region.

Shri Kiran Rijiju, Hon’ble Union Minister of State, Home Affairs- The major highlight of the memorandum was to take steps for improvement of law and order situation in the North East Region, to work on the concept of the “North East Economic Zone for sustainable development of the entire region and setting up of a full fledged North Eastern Statistical Organization to evolve appropriate and timely strategy for the development of the region besides the Economic and Infrastructure imbalance, Connectivity, North East banking policy ,FDI inclusion for the North East Region, setting up of quality medical facilities ,issues related to  Agriculture, Power, Tea, IT Industries.

 

Shri Sarbananda Sonowal, Hon’ble Union Minister of State, Skill Development, Entrepreneurship, Youth Affairs & Sports-The memorandum highlighted relevant issues pertaining to the North East Region like improvement of the Skill development programmes, entrepreneurship development programmes and more emphasis on sports in the North Eastern Region, besides the Economic and Infrastructure imbalance.

The delegation besides meeting the Union Ministers also had a meeting with Shri Amitabh Kant, IAS, Secretary-IPP, Ministry of Commerce & Industry, Government of India and submitted a memorandum to the Hon’ble Secretary, on the issues pertaining to NEIIPP 2007.

A meeting was held on 13th June,2014 at Secretariat Complex,Shri R.T Jindal, IAS, Additional Chief Secretary, Industries & Commerce, Government of Assam and Shri R.S Joshi Chairman, Directors Shri Sandeep Khaitan and Shri Bajrang Lohia, on 13th June,2014 at Secretariat Complex, to apprise him of the memorandum submitted to Shri Amitabh Kant. IAS, Secretary-IPP, Government of India, and requested him to follow up from his department with the Centre to expedite.

A memorandum was submitted to the Chief Commissioner, Income Tax (CCA) NER requesting to take up the matter at appropriate level on the non receipt of refund voucher from the refund bankers – State Bank of India, Mumbai, despite their refunds having been duly processed and up-loaded by the concerned assessing officers a long time back.

We are very happy to inform you that due the persistent efforts of FINER, again a meeting took place with Shri Subhash Das, IAS, Additional Chief Secretary, Revenue & DM, PHE, Education & Health & FW  with the FINER delegation headed by Shri Amit Kr Jain on 19th June, 2014 at Secretariat Complex on the Land issue. It’s a matter of satisfactory that where a memorandum dated 17th June 2014, has been issued regarding optimum utilization of available land and Transfer of Land recorded as agricultural class but unfit for Agriculture activities for establishment of Industry, Educational Institutions, Health Institutions, Housing etc by the department. A copy of the memorandum has been circulated to our members for doing the needful.

A Press meet was organized at the FINER Secretariat on 21st June,2014, to make the press aware of the memorandums submitted to the Newly elected Union Ministers,the Connectivity Issues pertaining to NE Region and  on memorandum circulated on the Transfer of Land recorded as agricultural class but unfit for Agriculture activities for establishment of Industry, Educational Institutions, Health Institutions, Housing etc. 

A memorandum was submitted to Shri Arun Jaitely, Hon’ble Union Minister Finance , for  the Union Budget-2014-15 on the issues on NEIIPP-2007,Improvements and widening the scope of NEIIPP,2007, Extension of NEIIPP beyond 2017, Continuation of DTC & GST, Revision of thresh hold limit for SSI Units for Excise Duty, Reduction in CST rate, North East Banking Policy, Economic and infrastructure development  , Comprehensive IT Policy for the NER, FDI in North East, a Central Monitoring Mechanism at PMO level to monitor the Central Government Schemes be put in place to ensure and expedite speedy implementation.

A memorandum was submitted to Shri D.V Sadananda Gowda, Hon’ble Union Minister, Railways, on the issues pertaining to Railways-to expidite implementation fo ongoing projects,accelerated Rail Development Fund for N.E.Region (ARDF-NER), Infrastructure Augmentation,to expedite work on National Projects, Goods & Passengers Traffic and Amenities,Introduction of a new Super fast train and increase in frequency, Promotion of MSME units-Fillip to Industrialization with support of Indian railways, Removal of anomalies like Railway Board’s Circular No TCR/1394/2003/11-pt.B dated 31.08.2012, Difference in SLAB K.M in Goods Traffic Tables, Overcharging of Railway Freight Rate, Strengthening of N.F.Railway with adequate budgetary support to the NE railway so that implementation of projects do not suffer and supplies to NF Railway get their payments in time.

 A meeting with Shri Vinay Chabbra, IRS, Chief Commissioner Central Excise, Customs and Service Tax was held on 24th June,2014, at Shillong, to apprise him of the practical issues that would arise from the implementation of excise on VAT remission. FINER is considering the matter in two parts, one having retrospective effect and second having prospective effect. The crucial matter in discussion with the chief commissioner was the prospective effect of this matter. The delegation was asked to submit a memorandum by 1st of July,2014.

A memorandum was submitted to the Commissioner of Taxes on the Entry tax issues being faced by the Hospitality Sector on various plant and machinery, equipment, construction materials and other items imported into the state of Assam from other States inspite of the State government of Assam has taken into consideration the imperative requirement of supporting and promoting hospitality sector under the “Industrial & Investment Policy of Assam-2014” and requested the department to take up the issues with concerned authorities for requisite notification as concerned department has not issued any notification with respect to the exemption of the entry tax as granted in the policy and are also not clear as to what will form the “Plant & Machinery” for Hotel Project.
